No — deliberately. It is a one-way mirror from iCloud Photos to Google Drive. Nothing is ever modified in your iCloud library, which makes it safe to run unattended.
Do I need to keep a computer running?+

What do you need access to?+
Your iCloud sign-in (protected by Apple two-factor authentication, encrypted at rest) and Google Drive file access via Google sign-in. You can disconnect either at any time.
What happens when I delete a photo in iCloud?+
That is up to your workflow. Mirror deletions can be turned on (Drive matches iCloud exactly) or off (Drive keeps everything ever synced). Safety limits block suspicious mass deletions either way.
